No, they are two different things. IIUC Bruno's HTMLcleaner is part of Daisy and is implemented for Cocoon as a widget convertor. It is very configurable through an XML file. It also cleans up the code. Ugo's HTMLparser works similar but only parses the code into a DOM-tree.
