there is a bugfix for the thread waste when a reader reads an unexistant
resource, you can find the patch on jira
http://issues.apache.org/jira/browse/COCOON-1799 and apply it to your
2.1.8 . It has been included in current cocoon 2.1.X so the problem will
not be there in next release.

1) if the file requested is served by the local Cocoon.
or
2) if the requested URL is malformed (then I get a 'LOW ON THREAD'
message by cocoon)
The first has a simple workaround by using this cocoon site only as a 'proxy'.
I'm searching for a solution for the second which seems to be a major failure.
