Should just be something like:

    <http:conduit name="http://131.107.153.205/.*";>
        <http:client  ConnectionTimeout="0"  ReceiveTimeout="0"/>
    </http:conduit>


The name can either be a qname of the portname or a regex pattern of the URL.
