Thanks for your response! And yes, it's really strange. And unfortunately it depends definitively on SCR bundle and I need to use it because all of my own bundles are declarative service components. I asked the same question at stackoverflow and xdadevelopers - no answers. I've figured out that it's possible to activate all bundles based on declarative service even if scr bundle itself is only in state resolved. Maybe it's enough to use declarative service? I'm going to have a try.. I'll post the outcome..
