I tried this on my Windows machine.  Using a browser, I went to:

http://sourceforge.net/adobe/flexsdk/code/HEAD/tree/trunk/frameworks/libs/O
SMF2_0.swc?format=raw

And downloaded that file to my C:\Users\aharui\Downloads folder.

Then I created a new folder and created a local.properties file.  In it I
put.
osmf.url.server=file:///C:/Users/aharui
osmf.url.folder=Downloads
osmf.url.file=OSMF2_0.swc


Then I ran the installer and chose that folder and it seemed to work.  I
also asked for the Fontkit and it failed there as well, so I assume you'd
have to do a similar workaround.

I'm not sure why the Installer can't get that file from SourceForge.  I
don't remember off-hand whether we changed how we download, but
SourceForge has been picky in the past.

I also went to http://flex.apache.org/download-binaries.html and
downloaded and unzipped the Windows .zip file.  Then in that folder I ran:

   ant -f installer.xml

Ant was able to bring down OSMF so it is definitely something with the
Installer code, but that is also a possible workaround for you.
