I checked my site on another computer running Windows XP with Chrome 
14.0.835... and the vector overlays properly.
Looks like it may be a change in chrome.

also, the site I'm talking about is nugis.ipni.net/map/
This site asks you to register, but there's no charge or special terms 
of use, client just wants to know who is interested in the information.
You get a vector layer when you turn on a layer that isn't one of the 
'Overlays' layers and identify, or if you search for a county.
