Nearly ;-) LibreOffice has a time based release plan, so 3.5.0 is a version for "early adopters". Speaking of "final" in this context may be technically correct but does not reflect the bug status very well, as for a .0 version only severe bugs (crash, data loss) have been fixed, see release criteria[1]. Every new micro version (.1, .2, .3...) will have less bugs than the .0 release.
