The re-opened bug report above got closed so I've opened a new one: https://bugs.freedesktop.org/show_bug.cgi?id=46172 I've done a bit more digging and included the results in the bug history. On Windows you should be able to fix this by renaming registrymodifications.xcu (%APPDATA%\LibreOffice\3\user).
