Over 1Gb and 1GHz sounds like waaay more than enough. Even if you are running Ubuntu that should be opening fine. Maybe 10-15 seconds? On this machine it takes just under 10 seconds and it's very similar to your machine by the sounds of it. Mine is over 2GHz but has low cache.
Gnu&Linux with 8Gb ram!!?!? Lol, why!?!! Was it made for Windows perchance? I guess that much would be good for playing around with virtual machines. You could have a whole swarm of them in there ;) lol. Actually i do think i could do with either switching distros or buying more Ram for exactly that, perhaps both.

Hi. I have low power i5-2500T CPU @ 2.30GHz, 8 GB ram. I haven't
turned my PC off for months and are not sure if it takes longer the
first time to start LO but now is quick.
