*Proper* document processing software should indeed *enforce* total separation of structure(d content) and style information through *exclusive*, *mandatory* use of stylesheets. And thus prevent people from producing un-reuseable spaghetti garbage. Because that's what IT is about in the first place: Making content easily re-usable.
