That seems like it would cause some funnies (for a start I don't see how you 
could
avoid breaking job dependencies for time limited jobs).  Also parallel jobs 
that 
have a numeric allocation_rule would necessarily compete for host based 
consumables.

If one did go for something like that wouldn't it be easier to have
a dummy queue whose prolog qalter'd the original job and then did an
exit 99?
