My private opinion:

- The docs are written in HTML. HTML is not WISYWIG so is difficult to convert 
unambiguously to PDF (at least, with an open-source tool). Also, the 
relationships between the docs are defined by the hyper-links: how do you 
convert a bunch of small docs into a single PDF? Who or what defines the 
page/chapter/section order?

- Why? So you can print it? Unless you want a zillion unrelated pages, you'd 
need a major editing effort to produce a table of contents and index. If you 
want to read it on a computer, HTML is better. If you want a hard-copy, buy the 
O'Reilly book.

- The proper way to produce HTML and PDF documentation is to write the docs in 
word processor (eg, FrameMaker, OpenOffice, Word) and then produce two output 
versions - HTML and PDF. This ain't the way apache docs are set up.
