Build and install went fine but while starting Its not started. In error_log I have seen the following message. [Fri Oct 13 16:47:17 2006] [emerg] (22)Invalid argument: Couldn't set permission

Did you start Apache as a non-root user? What value have your ServerRoot and LockFile directives?

The user that starts Apache (if not root) needs write access to the directory where the PID file, the logs and the accept lock file are.
