No, it is a difference between Linux/Unix type OS installs and WIndows.

A .so file is the functional equivalent of a DLL, a run-time loadable, dynamically linked code module.

However, as I said, this is a PHP issue and not an Apache issue. Setting up PHP on Windows and many other platforms is also very well documented in their install documentation on the PHP web site.
