Despite netstat not showing anything on port 80, for sanity sake have
you tried changing the bind address to something else, perhaps an
obscure port?

Now that I'm staring at this.  I see that I've a different IP address on
eth0.  However, I still get the same error message with

in httpd.conf than if I specified the IP.
