Have you tried to just have the two lines without the VirtualHost stuff?

ProxyPass / http://localhost:1234/container/ctxt/

But I still have exactly the same "403 Forbidden" error:
Forbidden
You don't have permission to access / on this server.
I am not sure what other relevant info I could provide...
