What??? I've never heard this. And I worked at ISP's for 5 years, and worked WITH ISP's for 10. I'm not sure what you're thinking of, but that certainly isn't the case at any ISP I've ever worked for, with or dealt with. Maybe on a point to point, but residential DSL or cable? No.
