It seems to say that the 204 reply indicates success but there was no continue-100 sent in reply to curl's Expect: header. That's in section 8 of the RFC. But it does seem to imply that "not modified" means "content not modified". In any case RFC2616 is required reading before arguing about bug or no bug.
