There is a test for this in the mod-h2 testsuite and it works on 2.4.38, the
current version. I do not recollect when this was fixed.

It seems to have been a bug. Your understanding is correct.
Btw. in the upcoming version, H2Upgrade can also be specified in directories
and locations.
