Sparql anything: I haven't used it, but have seen it: https://github.com/SPARQL-Anything/sparql.anything It looks like it covers constructing RDF from CSV, as well as other inputs. Note that there may be a CVE (https://www.cve.org/CVERecord?id=CVE-2023-32200) if running it as an embedded jena-fuseki (4.7.0 is in pom.xml) but exposing it to the web probably isn't the purpose when constructing RDF anyways.
