There is ottr[1]. I plan to further evaluate it for easing the input
burden on non-RDF specialists who must contribute to linked data.

Are there replacement tools out there for CONSTRUCTing RDF from CSV?
If not, should Tarql perhaps become an extension of ARQ, given how widely used
it seems to be?
