Hmmm, according to document Bits 7..4 should be 1101
 Bit 3 set MWI active
 Bit 2 is not used
 Bit 1 0 should be 0 0 for Voice message

 This yields
   DCS = 1101 1000

 Does this works for CDMA networks?
