That seems like a bug in the cellular engine. try to set the init string of the modem. 
you should be able to configure the modem to either send messages to the TE (Kannel) 
directly w/o storing them or not to forward them at all and only store them in the 
SIM, so that the sim-buffering will be able to pick them.
