I want to install Kannel on my pc but the operating system on it is windows 2000 professional . I want to know if I can install and use Kannel on my pc or I should use Linux. And if I can what should I do .

(I downloaded cygwin and then download Kannel from www.kannel.org/download.shtml but it dosen't work.)
