0b84 = destination port hex, it is unsecure push client port.
(In decimal, 2948)
23f0 = source port hex (this can be what ever you want).

These ports are defined in WAP WDP spec, WAP-200,
appendix B. MMS specs in their part mandate using push
for sending notifications (and delivery reports).
