correct, Kannel abstracts the various SMSC protocol as client, and provides it 
within the gateway archtecture model towards external applications via HTTP as 
server.

So the answer is: no, not with the normal Kannel.

Therefore I provide an add-on extention, known as Kannel SMPP v3.4 server 
(smppbox). If you are interested please let me know.
