but you might need international TON, anyway it seems you must edit the code to remove this annoying "feature", it served no purpose for us. For smpp case, look for code in smsc_smpp.c, convert_addr_from_pdu, .... octstr_insert_char(addr, 0, '+'); etc,etc...there is more although this '+' char is just a figment of representation on kannels user service side, its not actually set/sent on the SMSC side, Eg, if the destination addr starts with a '+', the smsc_smpp driver sets the destination TON to 1 (International), it inserts the '+' when receiving a delivered msg.
