Because systemd is brought to you by the same people that
brought you NetworkManager, and NetworkManager believes it
is a bug if any service needs networking at startup. All
services are supposed to listen for network changes and
automagically reconfigure themselves on the new network
(which also might be the very first network).

Why redhat sponsors this stuff I have no idea since they
sell primarily to the server market and this is exactly
the opposite of what you want in a server.
