That left me uncertain of what would happen, it looked to me that it might make boot slower than what it is and the object of the exercise is simply to change a splash screen, not worth creating new problems for me to work out of.

Dracut is the program that creates the initramfs file at any time, such as when installing a kernel. If the file already exists, which it obviously does, since you want to change it, you have to use -f to overwrite it. The one you make should have the same functionality as the original one other than the changes you are trying to make.

Anyway, I tried it and will see what happens when next I boot this computer, however I believe the Plymouth command has performed that operation,

It should have. I assume that the plymouth script runs dracut. However, I have tried changing the plymouth boot theme myself a couple of times and I don't think I've had any success.
