I'm really having an off day.  I sent the message below to the list with an

Actually, thanks for telling me.  I can now amend my answer.   My assumptions 
were wrong.

The circled character on top is U+5167 and should be the Traditional rendering. 
 The one below is
U+5185 and should be the Simplified rendering.

So, now we know the real difference between the CN and TW AR PL UKai fonts.

The authors of the font have decided to render all characters in the style 
associated with either CN or TW
depending to the selected font.

To me, that is a bad choice and another reason why I'd avoid that font.
