Since "/etc/NetworkManager/NetworkManager.conf" is
"%config(noreplace)", it'd be better to create
"/etc/NetworkManager/conf.d/dns.conf" with the above.

Or you can leverage NM:

- set "dns=default" and "rc-manager=symlink" in "[main]" in
"/etc/NetworkManager/conf.d/dns.conf"

- set "dns=127.0.0.1" in
"/etc/NetworkManager/system-connections/<SamV>.nmconnection"

- set "/etc/resolv.conf" as a symlink to "../run/NetworkManager/resolv.conf"
