I'm still with F35 and vlc has no trouble with this codec, the standard for DVB-T2 broadcasting here.
rpm -qa | grep -i vlc shows vlc and vlc-core, both at 3.0.17.2-1 IIRC vlc doesn't use external codecs. I don't think ffmpeg is required.
