This won't work in practice in many cases. It assumes all list members know the rules and follow the rules. Those who do know the rules are probably mostly following them. Those who don't know the rules may accidentally follow them; or they may accidentally break them. You need technical controls in place to educate and enforce the policy. Maybe a first step is something like a reminder email sent to the sender when a policy violation occurs.
