Just upgraded 2 systems to Fedora 40 one on an internal drive and
one an external drive and don't have "--root-dev-only" on either box.
I have grub2-tools-minimal-1:2.06-119.fc40.x86_64.

Checking the src RPM page <
https://src.fedoraproject.org/fork/jwrdegoede/rpms/grub2/commits/master#>:

This branch contains 1 commits
<https://src.fedoraproject.org/fork/jwrdegoede/rpms/grub2/commits/master#>
not in the upstream grub2 master
*Add support for setting boot_success / boot_indeterminate grubenv flags*
