IMO any MATE user has the right to restart or shut down the PC. 
Maybe this can be selectively restricted somehow using polkit, but 
I haven't found how.

If someone clicks the Shut Down button, the Suspend/Restart/Cancel/Shut 
Down window appears - and next click to Shut Down or waiting 60 seconds 
will shut down the PC.
