VirtualBox is perfectly acceptable for most use cases, and has good
documentation and is easy to set up. KVM is more capable, but with a
steeper learning curve.
KVM/qemu is quite easy now as well.  From the virtual machine manager,
if you specify that it's for win11 (or whichever OS you want), it will
automatically configure the VM appropriately.
I know, in fact it's what I use. However the documentation for
VirtualBox is much more complete if you want something in addition to
than the default settings, e.g. it's not immediately obvious how to
enable access to USB devices, or share a directory between a Linux host
and a Windows guest. I have done it, but it did take some background
reading before I figured out the latter (IIRC there's more than one way
to do it and SElinux got in the way at one point).
