No, there's a troubleshooting submenu with the rescue option. There is no installing involved. It will only boot to the menu I mentioned.
Also, the line "grub2-mkconfig -o /etc/grub2.cfg", if I understand correctly will output to /etc/grub2.cfg. How will the necessary changes be made to files in /boot?
They're all symlinked. That was the easiest one to point to, but you can use whichever one you want.
