Implicitly creating a requirement to have it on the same partition as the root fs is bad, and /bin should not be under /usr. It violates the FHS, see [2]: /usr/bin should hold "most user commands", and considering [1], that excludes commands "which are required when no other filesystems are mounted" unless you want dupes.
