As a matter of fact that appears to be almost exactly the problem here. The only difference is that I have selinux disabled, not set to
permissive.

Installing lxdm has "solved" my problem - the system boots quickly to
the login manager. Now I have to re-enable lightdm to see if the delay returns. If so, I'll implement the bootchart as suggested by TC Hollingsworth on this list.
