I thought I'd have a go at building this on gentoo 2006.0 - kernel
2.6.15, gcc 3.4.4 glibc 2.3.5.
The instructions in INSTALL seem reasonably straightforward, and AFAICS
I followed 'em - but I see at the end:

So its not too happy. Most binaries have not been built (e.g.buildrel).
Looking through the 3M build log, I see what looks like missing (or not
generated) header files:
