I wouldn't know how it differs, but there's http://msdn2.microsoft.com/en-us/library/System.IO.Compression.aspx, as well as http://www.componentace.com/zlib_.NET.htm. In general, I would expect something like this to be in the framework itself, not in IP, or C#, or any other .NET language in particular. To make a generally useful set of classes dependent on a specific language goes against the spirit of .NET.
