if you uncomment the port, it will listen to the default port which is
5060. You can never have opensips to listen to all ports. You always need
to listen to a port number. You can bind it to multiple ip addresses though.

You need to know what port the other sip server is using and configure the
same port. Are you doing port mirroring? Use tcpdump command see if the
traffic is coming to the server.
