Today, you should really use Maven 3 which is designed to be embeddable in tools. I have no experience myself of this, but it has been discussed a few times on this mailing list although quite some time has passed since the last time it was brought up. You could try searching any of the archives. One other way is to have a look at m2eclipse code, which takes full advantage of integrating Maven into a tool.
