I think you may be looking at the wrong plugin. If I take a look at the Apache Parent Pom [1] I see an execution of the remote-resources-plugin, which is extracting the LICENSE, etc into the directory the jar plugin is going to process. I think you need to change the configuration of the remote-resources-plugin.
