Interesting. Do you have an example of another Java application that has network connectivity problems? Then I could try it to see if it is the combination Java / network hardware that is the culprit.
Just for the record, my JAVA_HOME is C:\Program Files\Java\jdk1.7.0_03, but when I run "java -version", I get "java version "1.6.0_31"".
