Yes there are some known issues already open in the dependency plugin Jira. The bug is somewhere in the dependency walker of aether. It seems that aether has the right deps but it doesn't allow plugins (I had the bug in dependency plugin but also in enforcer) to browse these deps accordingly to what it has in memory.
