One thing I should mention about your use of the "Struts-EL" library (which I wrote, like, 15 years ago). It was a stopgap solution to somewhat integrate Struts with JSP expressions, but only in JSP 1.2 containers. If you use it in a JSP 2.0 or newer container, you'll likely get confusing results. It should only be used in a JSP1.2 container.
