I don't believe the latter is the case, but then again they do require v3.1.1, so one never knows!
This seemed like a good problem to post here, even taking into account that I considered many of the obvious reasons, as presented here. I thought it might be something simple but not related to the most obvious reasons. Looks like that is not the case. Thanks everyone for your suggestions. In these cases, it is nearly always a good idea to talk to the vendor and use the support you are already paying for rather than simply depending on the Maven Users list for support. For all we know, the vendor may have their own modifications to Maven which are not public that affect the build. It would be very difficult for us to support that kind of scenario.
