Fixed the issues with repository IDs and built this: http://cvs.apache.org/maven-snapshot-repository/org/apache/maven/maven-artifact-ant/2.0.2-SNAPSHOT/maven-artifact-ant-2.0.2-20051220.231658-1-dep.jar It successfully run through the test builds script.
This is not an officially endorsed release by the Maven PMC. Use at your own risk :) You shouldn't need to build maven-repository-tools (and it is not included in the root POM - in fact it should be sandboxed).
