Another possibility is that the documentation is merely incorrect (or forward-looking ie "at some point this is what will be possible") or your interpretation of what "layered archetype" means is incorrect.
I'm not sure what the correct answer is here, because I like constructing my pom.xml files manually, so I've never been interested in this feature as yet.
